INVITATION TO PUBLIC CONSULTATION – Environmental and Social Management Plan for the project of reconstructing the former military depot building “Matras” in Gospić for the establishment of the Central Land Registry Archives of the Republic of Croatia

 The International Bank for Reconstruction and Development (Bank) granted funds to the Republic of Croatia (RoC) for Additional Financing of the Integrated Land Administration System Project (ILAS AF Project) Loan HR-8900, which was ratified on 19 December 2018 (OG IA 1/2019). The Project is co-managed by the Croatian Ministry of Justice and Public Administration (MoJPA) and State Geodetic Administration (SGA) that are jointly responsible for its implementation. The Integrated Land Administration System Project Additional Financing (ILAS AF Project) development objective remains the same: to modernise the land administration system in the Republic of Croatia so as to improve the civil services from the point of view of efficiency, transparency and cost.
Among other things, the project envisages the activities of physical investment in reconstructing the former military depot building “Matras” in Gospić for the establishment of the Central Land Registry Archives of the Republic of Croatia. The civil works  proposed under this Additional Financing would not trigger a full Environmental Impact Assessment under the Croatian laws or the World Bank policies. The expected environmental effects reviewed are of localised nature and more suitable to be resolved through ecological permits, construction contracts, construction site engineer expert supervision, local, regional and municipal requirements, cultural heritage competent authority decisions, requirements and conditions, supervision by the PIU and good construction practices. In case of the World Bank policies, the Environmental Impact Assessment shall be conducted by applying the Environmental Management Plan and this Environmental and Social Management Plan (ESMP).
The environmental issues to be addressed through these instruments include ensuring that sites are safe and suitable for construction, proper waste management and disposal of construction debris (including asbestos), proper waste water treatment, dust and noise control, and sensitivity of building designs to their surroundings. The Environmental and Social Management Framework (ESMF) for the Project has been prepared as part of the operational procedures. It provides environmental screening procedures, the nature of Environmental Assessment (EA) or ESMP/ESMP Checklist which must be prepared for office construction or extension, and an example of the environmental issues that will be addressed through the permitting, construction, contracting and operations of the new and/or rehabilitated facilities. This Plan has been made in accordance with Environmental and Social Management Framework no. 2020-11324-SV from February 2020.
The Environmental and Social Management Plan (ESMP) for the reconstruction of the building of the former military depot Matras in Gospić for establishing the Central Land Registry Archives of the Republic of Croatia will be publicly disclosed by the City of Gospić on its bulletin board or at its reception), as well as in the Ministry of Justice and the ILAS Implementation Unit (on the website and paper documents on the notice board in Ulica grada Vukovara 49, 10000 Zagreb) where they will be available to the public for at least 14 days. The ESMP will also be published on the MoJPA website (https://pravosudje.gov.hr/) and ILAS Project website (www.uredjenazemlja.hr). The announcement will be accompanied by the invitation to submit comments with the address for sending comments in electronic and paper format. Written comments by members of the public may be submitted within 2 weeks from the document publication. The comments can be submitted in writing by post to: ILAS Project Implementation Unit, Ulica grada Vukovara 49, 10000 Zagreb or by email to: office@zikprojekt.hr.. In addition to the above, the hospital, military training ground, residential and other facilities that could be within the scope of impact (due to dust, asbestos, noise, etc.), will be additionally notified in writing (by mail or electronically) or through bulletin boards. All written comments will be considered and answered. Written comments will be integrated into the report while the summary will be attached to the final report as an enclosure.
